Key responsibilities include but are not limited to:

  • The incumbent will have broad responsibility as a Program Director for one of Gulf Coast Behavioral Health Services' major programs (Acute Program or Inpatient Rehabilitation Program). The service provides the specialized, complex, and highly specialized care that is integral to the organization's plans and has a significant impact on veterans' health care.
  • Program managers make decisions affecting people and other resources related to the programs they manage and exercise broad freedom and independent judgment. Program administrators will have direct reports including psychiatrists, nurses, nurse practitioners, psychologists, neuropsychologists, clinical social workers, marriage and family therapists, licensed mental health professional counselors, addiction therapists, vocational rehabilitation specialists, and support specialists. The incumbent will oversee the execution of tasks to ensure that requirements are met, interpret and process various data related to the programming of the Veterans special needs program.
  • Prepares special reports and responses, congressional responses, briefings, issue summaries, and decision documents for medical center leadership, which may be highly sensitive, confidential, and complex; a requirement of the position.

  • Experience/Education:Equivalent to one year of experience at the GS-12 grade level. Experience must demonstrate advanced practical skills and judgment, progressively demonstrating more professional competence. Applicants may possess accreditation or other graduate education from a nationally recognized university or professional organization that includes prescribed coursework/study and internship or equivalent supervised professional experience. Examples of experience include, but are not limited to: Administrative responsibility for clinical programs providing treatment to veterans in major specialty areas including, but not limited to: spinal cord injury, ongoing programs for homeless veterans, hospice and end of life care programs, Suicide Prevention Program Veterans Justice Outreach, Caregiver Support Program and Community Nursing Home Program. The center's sole practitioner of this specialty, often providing direct patient care services in the program area. Oversees day-to-day program operations, develops policies and procedures for program operations, and prepares reports and statistics for facility, VISN, and state use. May be responsible for project budgets, development and monitoring staff adherence to practices, standards and guidelines related to documentation, workload, data entry, ethical practices and service delivery. Analyze and evaluate data from clinical and computer programs to identify system-wide trends and needs to improve service quality. May be responsible for or participate in program resource and financial management, monitor checkpoints for development of an annual budget, operate within that budget, and be responsible for allocated funds. Administratively responsible for clinical planning and preparation of reports and statistics for institutional, VISN and national use. Provide leadership, coaching, mentoring, coaching, on-the-job training, employee development and continuing education programs to assigned staff. Initiates and conducts various program or service audits and completes assigned clinical practice audits and reports, including productivity evaluations. Oversees program operations and evaluations, identifies areas for improvement, collects relevant data, evaluates data, develops and implements improvement ideas, and evaluates effectiveness of improvement efforts.
  • License/Certification:Individuals appointed as social worker program coordinators must be licensed or certified at an advanced practice level and must be able to provide supervision in order to be licensed.
  • Demonstrated Knowledge, Skills and Abilities (KSAs):In addition to previous experience, candidates must demonstrate all of the following KSAs:
    • Ability to coordinate and implement one or more facility-wide specialty programs.
    • Skills in developing local policies and practices, procedures and/or practice guidelines for systems as defined in program manuals or national guidelines.
    • Ability to organize work, set priorities, meet multiple deadlines and evaluate assigned design areas.
    • Ability to collaborate with internal and external partners to advance program goals and improve patient-centered care.
    • Ability to provide a full range of supervisory functions, including delegating work to be performed, performance appraisal and personnel selection, training and reward, referral, promotion and, where appropriate, disciplinary action.
    • Ability to oversee financial affairs of supervised operations, including controlling funds, contracts, and equipment expenditures, forecasting resource and equipment needs, and managing allocated budgets.
    • Learn about organizational structures and their impact on program operations.
