Commercial asbestos licenses do not have requirements similar to individual asbestos licenses.     • A current course schedule along with each course that would be taught and the names of the respective instructors.
    • Any changes (if any) in the candidate's eligibility status for the training program under Section 295.55 (d) and (e) of the TAHPR
    • Any changes (if any) to previously submitted course manuals used in the candidate's current asbestos training course.
    • If applicable, at the time of renewal, a written letter of intent and course manual for each asbestos course that the candidate wishes to add to the current asbestos course.
    • Finally, any changes or modifications to the current status of the candidate's general asbestos training program.

The DSHS usually needs 45 days to process a completed application and to issue the applicant with a letter of admission. However, for a full training provider candidate, it takes approximately 40 days to issue an acceptance letter. Please note that a driver's license or identity card issued by the DSHS can be used as a notification of admission. Also, for applicants who include additional training in their application, that additional training will be approved within 90 days.

If the application is incomplete, the DSHS will issue a letter of application within 45 days. After receiving an application deficiency letter, if the applicant resubmits his application to the DSHS with all previously omitted documents, the following deadlines apply:

    • Proof that you have passed the DSHS test to become an asbestos tester.
    • Demonstrable work experience from at least five asbestos surveys conducted under the direct supervision of a licensed surveyor, individual consultant or management planner. Please note that this work experience must be gained after the candidate has completed the initial training course for asbestos inspectors.
    • A training certificate and asbestos inspector training badge (if applicable).
    • Training certificate and ID card from an asbestos inspector refresher course that the candidate received prior to submitting their application (if applicable)
  • Project manager asbestos:
    • A registration fee of $320.
    • A copy of the applicant’s high school diploma or General Educational Development Test (GED).
    • Proof that you have passed the DSHS test to become an asbestos tester.
    • Demonstrable work experience in the last 24 months of at least 15 days in three (3) or more different asbestos abatement projects. Please note that this work experience must be obtained after the candidate has completed their initial asbestos supervisor/contractor training course.
    • The certificate and training card of initial training for asbestos supervisors and contractors (if applicable) completed by the applicant.
    • The certificate and ID of the asbestos entrepreneurship training and supervisor refresher course the candidate has attended prior to submitting their application (if applicable)
  • Individual asbestos consultant:
    • A registration fee of $645.
    • Proof that you have passed the exam to become a DSHS individual asbestos consultant.
    • The Certificate and Training Card of an Asbestos Initial Project Designer, Air Monitoring Technician, Inspector and Management Planner completed by the candidate (if applicable).
    • The certificate and training card of an asbestos project designer, air surveillance technician, inspector or management planning refresher course. This must be completed by the applicant before submitting an initial application (if applicable).
    • Candidates working for the contract must provide proof of professional liability insurance for errors and omissions of at least one (1) million dollars. Alternatively, an applicant may fall under the consultant's employer policy under Section 295.40 of the TAHPR. On the other hand, applicants working for a government agency must provide proof of self-insurance under Section 295.40 of the TAHPR.
    • The candidate must meet one of the following work experience and education requirements:
  • A "current" statue of registration as a Texas licensed professional architect or engineer. This must include at least 80 days of asbestos-related work experience in public buildings within the last four (4) years.
  • A bachelor's degree in engineering, architecture, physics or science. And at least two (2) years of professional experience in any occupational or environmental health area.
  • Completion of 60 credit hours of college, which must include nine (9) credit hours in mathematics and 30 credit hours in engineering, physics, or science.     • Demonstrable work experience consisting of a minimum of five (5) asbestos inspections and the preparation of asbestos inspection reports under the supervision of a licensed consultant, management planner or inspector.     • Certificate and training record of initial training as an asbestos inspector and management planner (if applicable).
    • Asbestos Inspector Training Certificate and ID Card and Management Planner Update Training received by the candidate prior to submitting their initial application (if applicable).
    • Candidates working for the contract must provide proof of professional liability insurance for errors and omissions of at least one (1) million dollars.     • Proof of passing the DSHS test for asbestos entrepreneurs and supervisors.
    • Initial training certificate and ID for asbestos contractor/supervisor and training courses for air surveillance technicians (if applicable).

As explained above, a certificate of eligibility is a requirement for foreign or non-governmental corporations to operate in Texas and the certificate is issued by the Secretary of State (SOS). The state AHPRPM assesses sanctions based on four factors, namely; the nature of the breach, the person responsible, the applicable sections of the TAHPR, and the occurrence of the breach.
